Budgeting

Ok so do any of you have advice on how to smoothly merge accounts and budget together? I feel like I'm about to have a heart attack because my husband keeps spending money on food and cigarettes without any budget. He told me that I should help him learn to budget so we don't end up in debt again once it's paid off but he gets irritated the second I say budget. I don't want to fight, I want this to go smoothly because this is one of the biggest areas that we fight about. So any tips, tricks, or advice is appreciated!
